

Turning to Elliott’s wife who was present at the Council meeting, Jones said, “Thank you Wanda, Ricky and Andy for sharing Richard with us. He was a longstanding member of the Clarksville Volunteer Fire Department, including serving as president of the group, and for a time also a member of the Mecklenburg County Life Saving and Rescue Squad.Įlliott was also a veteran of the U.S. “You always knew you were in good hands because Richard was in charge,” Jones said.Įlliott’s dedication to Clarksville and its citizens extended beyond his work for the town. Jones recalled seeing Elliott repairing sewer lines one New Year’s Day. He praised Elliott for his diligence and hard work, responding to emergencies, no matter the time of day, or the day of the week, even on holidays. Jones noted that Elliott never asked the team that worked under him in the maintenance and utilities departments to perform any job that Elliott himself wasn’t willing to perform. Jones described Elliott as a “diligent public servant for the Town for 33 years and eight months who was always cooperative and helpful.” He thanked him and his family for the sacrifices they made in serving Clarksville. Elliott’s position has been filled by two long-time employees of the town, one overseeing the town water and sewer plants and the other taking over Elliott’s maintenance duties. “You don’t replace someone like Richard,” said Town Manager Jeff Jones.
